The
Homeplace at Midway
Quadrant 2 President Bob Silvanik serves as executive director of
the Midway Nursing Home Task Force, a non-profit group dedicated
to raising the funds to build a nursing home and assisted living
facility in Midway, Kentucky, in Woodford County. In this capacity
he manages a comprehensive planning, development and building effort
to construct the facility, and will until they break ground. His
job duties include:

Achieving consensus around and commitment to a vision and set
of values for the project.

Managing the capital campaign, including maintaining contact with
current donors; reaching out to potential major donors; pursuing
foundation/governmental grants and support; coordinating community
fundraising activities.

Managing subcontractors and consultant partners.
-
Managing the effort to adjust and redesign as necessary the pre-construction
and construction budgets; budget scenarios; architectural drawings;
floor plans; site plan; and certificate of need process.
-
Staffing the Executive Committee and overseeing standing committee
activities.
-
Sustaining efforts to maintain a strong presence in the community
for The Homeplace through community events, visibility and media
outlets.
- Pursuing
project extension strategies and contingency plans, as needed.

International
Game Technology (IGT)
Quadrant 2 provided IGT with issue tracking and analysis services
during and after the 2006 session of the Kentucky General Assembly.
Our team wrote weekly political updates which included:
- analysis
of relevant state legislation
- updates
on legislative developments
- statements
by and activities of key players and stakeholder groups
- insights
and “buzz” about what legislators said off the record

summaries of media coverage
We
also provided rapid response political alerts when there were major
developments or key movements that could affect the gaming issue.
Additionally, we conducted generalized public policy research related
to the expanded gaming issue and assessed the current political
landscape to predict how the expanded gaming legislation might fare
in the next few years.

Kentucky
Policy Forums (KPF)
The Quadrant 2 team is keenly interested in matters of public policy.
Over the past year, we have sponsored, planned and executed (with
The Kentucky Gazette) a successful series of balanced, non-partisan
public policy events on issues affecting Kentucky. Topics included
expanded gaming, health policy and lobbying. Speakers at these forums
read like a “who’s who” list of prominent Kentuckians,
including—among many, many others—Lt. Governor Steve
Pence, House Speaker Jody Richards, CHFS Secretary Mark Birdwhistell,
former Lt. Governor Steve Henry, state Senators Charlie Borders
and David Boswell, state Rep. Kathy Stein, Keeneland President Nick
Nicholson and lobbyists Bob Babbage, Ronny Pryor and Judy Taylor.
In
preparing for these events, Quadrant 2 does everything from “soup
to nuts:” choosing the topic, obtaining speakers, producing
brochures, marketing the event, facilitating the program and handling
onsite logistics.

Kentucky Leadership Forum (KLF)
Our
firm is establishing a cutting-edge leadership program for those involved
in the making of public policy which promotes the inner-dimension
of leadership, emphasizing a clear vision, courage and integrity.
The KLF’s vision is that self-awareness is an important building
block for leaders who will face challenges such as making ethical
choices, facilitating compromise and making tough decisions. By clearly
identifying their values, priorities and preferences, Kentucky legislators
and other political leaders will be better equipped to achieve their
vision and productively serve the citizens of our state.
This
innovative leadership program will provide emerging leaders with
the building blocks to build a strong foundation so that they can
thrive as leaders. Its prominent facilitators will train a new style
of visionary leader able to transcend political institutions and
push the boundaries of commonly accepted public policy frameworks.
Quadrant
2 plans to pilot this program soon and is also considering tailoring
it to appeal to groups in other areas of public life. If you are

National Emergency
Management Association (NEMA) and the
Emergency Management Accreditation Program (EMAP)
For the past several years, Quadrant 2 Consulting has provided comprehensive
strategic planning services annually to these two Lexington, KY-based
organizations. In this capacity, we work directly with Board members
and other organizational leaders and staff and provide assistance
in the development of plans and outcomes that meet the needs of these
groups and their constituencies. Our tasks prior to, during and following
a strategic planning session include environmental scanning, priority
issue identification, setting organizational goals and objectives,
developing vision statements and writing implementation plans.

Commonwealth
Public Policy Advocacy Council (CPPAC)
“Creating Access and Opportunity for Kentucky’s
Public Policy Advocacy Community”
We are thrilled to announce the establishment of the Commonwealth
Public Policy Advocacy Council (CPPAC) in late summer 2006. Created
for Kentucky lobbyists and other public policy advocates and particularly
tailored to those serving non-profit and community-based organizations
and educational institutions, CPPAC exists to promote dialogue and
exchange between lobbyists and the state government community through
training, networking and information sharing.

Lexington
Children’s Drum Choir
Quadrant 2 Consulting’s management of this small, community-based
organization’s development efforts has included crafting its
vision and mission statements and by writing grants. All grants
prepared by Quadrant 2 have been awarded. The mission of the Lexington
Children’s Drum Choir is to teach Fayette County (Ky.) boys
and girls ages seven through sixteen basic skills on drums and other
percussion instruments using African, Afro-Latin and Afro-Cuban
rhythms. In addition to music, the children learn life lessons,
such as praise of and respect for parents and the importance of
focus.

Bethel
Harvest Church
In late 2005, Quadrant 2 wrote and submitted a Lexington-Fayette
Urban County Government Community Development Block Grant application
on behalf of Bethel Harvest Church (located in Jessamine County,
Kentucky) requesting funds to renovate the Bethel House —
a social services facility and part of Bethel Metro Ministries —
located in the East End Community neighborhood in downtown Lexington.
An adopted neighborhood outreach ministry of the church, the Bethel
House’s plans include the development and implementation of
an Early Learning Center, an After School program, an ESL program
and an Employment Readiness and Jobs program.
While
the grant was not awarded (possibly due to proposed demolition of
much of the East End), we hope to partner with Bethel Harvest Church
in the future to turn the Bethel House vision into reality.

Jessamine
County Adult Education
The Quadrant 2 team developed and presented a leadership program
for young and/or disadvantaged mothers in Jessamine County’s
Parents as Teachers program. Called “Success Inside Out: A
Leadership Formation Program for Adults Aspiring to Succeed,”
participants explored how to find, develop and appreciate the inner
leader within themselves as well as how to demonstrate their leadership
skills to others in an effective, appropriate manner. Listed below

Mayoral
Forum
Held May 8, 2006, at downtown Lexington’s beautiful Kentucky
Theater, this mayoral forum — planned and facilitated by Quadrant
2 Consulting — was an exciting debate among current mayor
Teresa Isaac, and pre-primary opponents Bill Farmer and Jim Newberry.
Titled
“Unscripted: A Public Forum with Lexington’s Mayoral
Candidates,” the forum featured a “no notes” policy
(candidates could bring nothing with them) and a panel of four diverse
community leaders as questioners: Andres Cruz, Merlene Davis, Jennie
Leavell and Kent Ostrander. The candidates took questions from the
audience following inquiries from the panel. Nearly 200 people attended
the forum.
