Additonal notes:Like most lawyers Ragland speaks a bit of lawyer related Latin. Ragland possesses the Background Enhancement Kingpin, and an Ability Mastery in Bureacracy.

Equipment:The man can do more damage to the commonweal with the briefs in his attaches case than a horde of paid gunsels. he carries nothing else.

Appearance/Clothing Tendiencies: Slim and trim from golfing usually with a decent tan. His hair is cropped very short and is silvering in the most photogenic fashion. A good looking fellow with half glasses needed only for reading. Wears fashionable suits and little else.

House,Circle, Influence: Not only does Ragland possess the entire might of the local DA's office at his disposal. He has the sort of Influence and contacts that come from being the only son of an old money family. He's in the local papers about once a week trying some case or other. His Nemesi are a group of mobsters who have suffered at his hands and a couple defense attorneys who have twigged to what's going on but can't get anything on him.

What has gone Before: Wallace Aberlard Ragland was born a child of privelege and it shows. He has a hautuer than can put many people of a lower social strata off. He sailed through law school with nary a care. (Father bought them a building, but it turns out that Ragland was an okay student too. it helped that Father cut him off a couple of times.)

Ragland was a keen student of human nature. He had an almost intuitive feel for any power structure and how to get to the top. His becoming a District Attorney was almost a foregone conclusion. He also has masterful gift for manipulating witnesses,jury's and judges and when he turns the full weight of his personality on a miscreant, many of them break on the stand.

It's too bad he's crooked. Ragland acquired a taste for whiskey in college and never really stopped drinking. He also has one area in which his large intellect invariably fails. He gambles excessively. His family estate was being held together by a tenous network of small loans and favors from other moneyed friends. He was teetering on the brink. He was into three bookies for an ungodly sum. All it took was one last bet...

Of course there are people who pay attention to these sorts of things. Boss Grifasi was one of them. Grifasi had Ragland brought to him and laid it all out for him. He would lay off his debts with the bookies in return for consideration for his family and problems for his enemies. Naturally, Wallace was incensed that Grifasi would try to bend him that way and tried to brazen his way out of it by intimidating Grifasi.

Grifasi doesn't intimidate. He had his boys take Ragland to a little room and they beat the living shit out of him. Then Grifasi came back into the room and started the meeting all over as if nothing happened. Ragland understood then and there that he would be Boss's Grifasi's creature until the day he died.

Ragland still has a reputation as a DA who is tough on crime off all sorts, but it has been noticed by a person or two that Ragland can crack the back of any mobster but Grifasi. Something allways seems to go wrong whenever a case is brought him or one of his boys.

Story Uses

"The Cracker": Ragland is a tough DA. He has a very heavy record of being able to put people away. He's hell on witnesses and can be intimidating as fuck to any PC who has run afoul of the law. Ragland maintains his reputation for being tough on crime this way. This makes his occasional loses seem rare.

Corruption at it's finest: As previously noted, Ragland is deeply in Grifasi's pocket. What this means is that law and order types will find themselves unable to successfully prosecute Grifasi or any hoodlums of his. Some technicality will enable them to get off even in a case that is obviously open and shut. Even if it weren't for Ragland throwing the case, Wallace is fully cognizant of which judges can be bribed or blackmailed. Only incontrivertable proof of Ragland's perfidy will dislodge him from this lofty position and even then you gotta find an honest judge, honest cops and witnesses, and avoid getting killed by Grifasi in the process. Perfect Privacy will make it difficult to achieve the evidence and even if you manage to get to trial, You won't rattle him on the stand (Perfect Poise.) In fact he's perfectly capable of making anyone short of Clarence Darrow rethink their career choice after trying to cross examine him.

"I am the Victim here!": it may be that your players have decided that Ragland is their adversary and begin to work against him. Sooner or later, Boss Grifasi is going to put him in some impossible position and he won't be able to gnaw his own leg off to escape. In this way, Wallace might approach the PC's hoping they can find some way to slip the leash. Maybe he'll even promise to redeem himself. God knows the players could use the DA on their side. if the PC's can put paid to Grifasi they'll have earned a friend for life (even if he is a bit scummy.) If not, he'll probably eat his pistol or the Boss's goons will put him into a concrete building foundation.
