In November of 1996, community and environmental organizations in Jefferson County banded together to form the Community Leadership Alliance (CLA). CLA found that we all faced similar problems in dealing with Planning, Zoning, Development, and Environmental issues throughout the county and surrounding communities.
By pooling our knowledge and resources we could respond more quickly and effectively when dealing with suburban sprawl, lack of binding element enforcement and a whole host of other issues, including agency responsibilities.
Now, with well over 100 communities and organizations as members, CLA has become Jefferson County's largest community action organization. As we approach our five-year anniversary, we have accomplished a great deal: educating our members; supporting legislation on such issues as binding elements and the make up of the Planning and Zoning Commission; and networking with our growing membership from other counties.
Yet one of the biggest problems is the fact there has been no definitive printed resource that covers the wide range of topics that arise during the Planning and Development process.
To this end, the Community Leadership Alliance--with the help of local and state agencies--have prepared this guidebook to assist communities and individuals through the Planning and Development process: from beginning to end.
As our Commonwealth struggles to deal with issues of suburban sprawl and increased loss of our natural resources, and as people migrate increasingly to our rural areas, we hope this guidebook will prove informative.
