It seems clear, in scripture, that God's will was ALWAYS to heal the individual. It was always His will that people live in health. The following verses make it clear that Jesus never refused to heal anyone. The answer was never "No".
Matthew 4:23-24 "healing ALL manner of sickness and ALL manner of disease among the people" Matthew 9:35 "healing EVERY sickness and EVERY disease among the people" Matthew 12:15 "he healed them ALL" Matthew 14:14 "he healed their sick" Matthew 14:35-36 "brought unto him ALL that were diseased...as many as touched were made perfectly whole" Matthew 15:30 "And great multitudes came unto him...and he healed them" Matthew 19:2 "great multitudes followed him; and he healed them" Matthew 21:14 "the blind and the lame came to him...and he healed them" Mark 6:56 "as many as touched him were made whole" Luke 4:40 "they that had any sick with divers diseases brought them unto him; and he laid his hands on EVERY ONE of them, and healed them" Luke 5:15 "great multitudes came together...to be healed by him of their infirmities" Luke 6:19 "there went virtue out of him, and healed them ALL" Luke 9:11 "healed them that had need of healing"
The twelve disciples of Jesus were commanded to heal:
Mark 3:14-15 "he ordained twelve...that he might send them forth to preach, and to have power to heal sicknesses" Matthew 10:1 "when he had called unto him his twelve disciples, he gave them power...to heal ALL manner of sickness and ALL manner of disease." Luke 9:1-2 "he called his twelve disciples together, and gave them power and authority over all devils, and to cure diseases. And he sent them to preach the kingdom of God, and to heal the sick"
And they did:
Acts 5:12, 16 "And by the hands of the apostles were many signs and wonders...there came also a multitude out of the cities...bringing sick folks...and they were healed EVERY ONE"
And Paul did:
Acts 28:8-9 "...Paul entered in, and prayed, and laid his hands on him, and healed him...others also, which had diseases...came, and were healed"
Another seventy disciples were commanded to heal:
Luke 10:1, 9 "the Lord appointed other seventy also, and sent them two and two...said he unto them...heal the sick"
All "that believe" are commanded to heal:
Mark 16:17-18 "these signs shall follow them that believe...they shall lay hands on the sick, and they shall recover."
As Jesus was sent, so sent he his disciples, "As thou hast sent me into the world, even so have I also sent them…" (John 17:18). As Jesus was sent, so sent he "them also which shall believe on me through their word" (John 17:20). That would include those who believe, today.
Is it always God's will to heal? It appears that the answer to that question is a resounding "Yes!". In Mathew 8:2-3, there was a leper that wasn't quite sure, "If thou wilt, thou canst make me clean", he said. Jesus quickly set the leper straight, "I will; be thou clean". His answer to us is the same as to that leper, "I will".
Jesus even taught us to pray that "thy will be done in earth, as it is in heaven" (Matthew 6:10). Is God's will done in heaven? Yes. Is there disease and sickness in heaven? No. Then, disease and sickness must not be God's will. Jesus said that he came to do the will of God, "I came down from heaven, not to do mine own will, but the will of him that sent me" (John 6:38). Since he healed everyone that asked and never refused any request for healing, one can conclude that it is God's will that all be healed and none be refused.
So, is it God's will that you be healed or has He told you "No"? Let's put it this way, suppose Jesus came down from Heaven and walked the streets of your city, and you went to him requesting to be healed. If he were to tell you, "No!", you would be the first person in recorded history to receive that response. So, stop saying that it isn't God's will to heal you.
"For all the promises of God in him are yea, and in him Amen, unto the glory of God by us." (2 Corinthians 1:20)
